摘要
教育与科技的关系可理解为人才的供需关系,当前教育的人才供给规模不断扩大,科技的人才需求持续增长。但通过大量数据的统计对比分析发现,教育和科技在人才供需上尚未形成顺畅、有序的协同对接机制,科技人才、基础研究人才、技能人才的供需结构性矛盾突出。基于新供给理论发现,教育的人才供给和科技的人才需求可以相互作用,推动构建形成新的一体化的协同机制。因此,推动教育科技人才体制机制一体改革,促使人才供给结构与需求结构相匹配,要系统布局科技发展,引导结构重塑;推动教育综合改革,调整人才供给结构;深化人才发展体制机制改革,激发广大人才的发展动力和创新活力,实现教育科技人才新的协同和破局发展。
The relationship between education and science and technology can be understood as the relationship between supply and demand of talents. At present,the supply scale of talents in education is constantly expanding,and the demand for talents in science is continuously increasing.However,through a large amount of data of statistical comparative analysis,it is found that education and science have not yet formed a smooth and orderly collaborative docking mechanism in the supply and demand of talents.The structural contradictions in the supply and demand of scientific talents,basic research talents and skilled talents are prominent.Based on the new supply theory,it is found that the supply of talents in education and the demand for talents in science can interact with each other to promote the formation of a new and integrated collaborative mechanism.Therefore,to drive the integrated reform of the education、science and talent system and mechanism,and make the talent supply structure match the demand structure,it is necessary to systematically lay out the development of science and technology and guide structural remodeling;to promote comprehensive education reform and adjust the talent supply structure;and to deepen the reform of the institutional mechanism for talent development;and to stimulate the development motivation and,innovation vitality of the vast number of talents,so as to achieve new synergy and breakthrough development of education,science and technology talents.
