摘要
水环境是人类赖以生存的重要载体,水体富营养化因导致丧失有限的水资源而备受关注。面对水体富营养化成因复杂、治理难度大、综合防治困难的挑战,以太湖为例,从全生命周期闭环管理、“黑天鹅”事件系统分析、多管齐下五律协同、人与自然和谐共生的“水十条”等方面展开论述,运用全局观解析水体富营养化的综合防治策略,有助于推进对“水十条”的深刻理解和有效落实。
Water environment is an important carrier for human survival.Water eutrophication is of great concern because it can increase the risk of losing limited water resources.In the face of the challenges including complex causes of water eutrophication,difficult control and treatment,taking Taihu Lake as an example,this paper discusses the closed-loop management of the whole life cycle,the systematic analysis of the vigilance against“black swan”events,the multi-pronged coordination of the five laws,and the“Action Plan for Prevention and Treatment of Water Pollution”of harmonious coexistence between man and nature.Analyzing the comprehensive prevention and control strategy of water eutrophication from a holistic perspective is helpful to promote the deep understanding and effective implementation of the“Action Plan for Prevention and Treatment of Water Pollution”.
