摘要
利益相关者之间的博弈是城中村更新改造面临的主要问题,不仅涉及原土地产权人和开发商的利益,同时也与政府的空间管制息息相关。基于土地发展权,将土地增值收益分为静态土地增值收益和土地发展性增值收益,并分析不同土地增值收益的主要类型、影响因素、贡献者及捕获方式。根据识别—捕获—分配的基本思路,结合规划前期研究、规划编制、规划实施等不同阶段,有针对性地提出相应的规划策略建议。
The interplay among stakeholders is a primary issue faced in the renewal and reconstruction of urban villages.It not only involves the interests of the land property owners and developers,but also it is related to the government's spatial control.Based on land development rights,this paper divides the incremental values in urban village renewal and reconstruction into static land incremental values and land development incremental values.It then analyzes the main types,influencing factors,contributors,and capture methods of different land incremental values.Following the basic approach of identification-capture-distribution,this paper presents targeted planning strategy suggestions according to different stages of planning,such as preliminary planning research,plan formulation,and plan implementation.
