绿色金融助力生态产品价值实现的理论逻辑与实践探索——以浙江“千村示范、万村整治”经验为例

Theoretical Logic and Practical Exploration of Green Finance Supporting the Realization of Ecological Product Value—Taking the Experience of“Thousand Village Demonstration and Ten Thousand Village Rectification”in Zhejiang Province as an Example

推进生态产品价值实现机制建设是贯彻落实习近平生态文明思想和践行“绿水青山就是金山银山”理念的有效路径,探索生态产品价值转化实现是实施“千万工程”的必然要求。在分析绿色金融赋能生态产品价值实现的作用机制基础上,以丽水市龙泉市“森林险+碳汇贷”、余姚市梁弄镇土地综合整治和杭州余杭区青山村“善水基金”信托为例,归纳总结出生态资源指标及产权交易、生态产业化和生态补偿三种绿色金融支持生态产品价值实现的典型模式。在总结生态产品价值实现方面的实践经验基础上,指出绿色金融在助力生态产品价值实现过程中面临的问题挑战,并从建立定价评估标准、创新绿色金融服务、加强政府部门协作、提升公众环保意识和推动第三方专业机构发展等方面提出对策建议,希望对构建绿色金融支持生态产品价值实现的长效机制有所助益。

The realization of the value of ecological products is the key path to implement Xi Jinping’s ecological civilization thought and practice the concept of“green water and green mountains are golden mountains and silver mountains”,exploring the realization of the value transformation of ecological products is an inevitable requirement for implementing the“Thousand Village Demonstration and Ten Thousand Village Rectification”.Taking the“Forest Insurance+Carbon Sink Loan”in Longquan,Lishui,the comprehensive land improvement in Liangnong Town,Yuyao,and the“Good Water Fund”Trust in Qingshan Village,Yuhang District,Hangzhou as examples,summarize the typical models of ecological resource indicators and property rights trading,ecological industrialization and ecological compensation to support the realization of ecological product value by three green finances:property rights trading,ecological industrialization and ecological compensation.Sort out the practical experience in realizing the value of ecological products,point out the problems and challenges faced by green finance in helping ecological product value realization,and put forward countermeasures and suggestions,hope to be helpful of building a long-term mechanism for green finance to support the realization of the value of ecological products,promote the systematic development of ecological products.
