四维博弈:京津冀协同发展的风险症结与破解路径

Four-dimensional Game:The Risks and Solutions for the Coordinated Development of Beijing-Tianjin-Hebei Region

京津冀协同发展上升为国家战略10年来,其合作共建、协同共享态势与成效显著。但是如何聚焦重点领域持续推进,仍面临较大阻力,其中关键问题是如何调适与优化区域空间内各个城市的社会发展要素,做到“适当其位”。因此,着眼区域内现实样态发现,京津冀协同发展存在多维博弈,尤其体现在京津冀协同发展的推动源、支撑物、持续力以及承载体的主体、资源、价值、空间生态四大要素上,以此构建出京津冀协同发展的四维博弈框架。通过剖析四维要素的实然病症发现,主体利益角色、资源补位流动、价值多元融合及创新空间生态各方面都存在博弈风险,应在弥合这四方面要素藩篱基础上,通过创新区域合作模式、探索利益分流机制、强化产业驱动与资源要素的一体化规划等,明晰不同城市功能定位,形成发展合力与优势互补,加快建成世界级城市群。

Over the past decade since the coordinated development of Beijing-Tianjin-Hebei(BTH)region was elevated to a national strateg,its cooperation,collaboration and sharing have shown remarkable momentum and achievements.However,advancing this process in key areas continues to face significant obstacles.The crux lies in how to adjust and optimize the social development elements of various cities within the region to ensure that they are“appropriately positioned”.Therefore,observing the current state within the region,it becomes evident that the coordinated development of BTH involves a multi-dimensional game,especially reflected in the four essential elements-subjects,resources,values,and spatial ecology-which relate to the driving force,support,sustainability,and foundation of BTH’s coordinated development.Thus,a four-dimensional game framework for BTH’s coordinated development is constructed.Through an analysis of the actual issues within these four dimensions,it is found that there are game risks in various aspects such as the role of subject interests,the flow of resource replenishment,the integration of diverse values,and the ecological innovation space.On the basis of bridging the barriers of these four elements,we should clarify the functional positioning of different cities,form development synergy and complementary advantages,and accelerate the construction of world-class urban agglomerations through innovative regional cooperation models,exploring benefit sharing mechanisms,strengthening integrated planning of industrial drivers and resource factors,and other economic synergies.
