基于生态约束的皖南山区村庄发展策略研究——以黄山区麻川村为例

摘要 构建国土空间规划体系,刚性划定三区三线,践行因地制宜的实用性村庄规划,是新时代推进城乡有序发展、确保生态环境安全的有效做法。立足于生态约束的视角,以皖南山区村庄作为研究对象,针对村庄生态红线多、土地碎片化严重等现状,提出从地方特色、生态环境、生产动力、生活设施等多方面的发展策略,深化村庄发展与生态、生产和生活的协调关系,促进乡村振兴,实现共同富裕。同时,以典型的皖南山区村庄——黄山市龙门乡麻川村为例,探索基于生态约束下皖南山区村庄发展规划策略的运用。 Establishing a comprehensive national spatial planning system,rigidly demarcating three zones and three lines,and implementing pragmatic village planning tailored to local conditions,represent effective practices in advancing orderly urban-rural development and ensuring ecological and environmental safety in the new era.This paper,grounded in an ecological constraint perspective,focuses on villages in the southern Anhui mountainous region.Addressing challenges such as multiple ecological redlines and severe land fragmentation in these villages,the study proposes multifaceted development strategies encompassing local characteristics,ecological environment,production dynamics,and living facilities.The objective is to deepen the coordinated development of villages with respect to ecology,production,and living conditions,thereby fostering rural revitalization and achieving shared prosperity.Additionally,the paper takes the typical village of Machuan in Longmen Township,Huangshan City,as a case study,exploring the application of development strategies for southern Anhui mountainous villages under ecological constraints in the context of planning.
