论老年教育需求侧管理和供给侧改革的有效协同

摘要 当前我国老年教育还处于探索发展阶段,老年教育既迎来了良好的发展机遇,也面临着供给侧改革滞后、发展不均衡、人才缺乏等挑战。加强老年教育需求侧管理,促进老年教育供给侧改革,实现需求侧管理和供给侧改革的有效协同,对于稳定老年教育发展、改进老年教育运作范式、提高老年教育质量有着重要的意义。老年教育需求侧是老年群体为了更新知识、满足兴趣、增强交往及维持身心健康、实现自我价值、参与社会活动的愿望和诉求;老年教育供给侧是为满足老年人学习需求而提供的教育资源、课程体系、活动场地及支持服务的总和。在推动老年教育发展过程中,需要辩证地看待需求侧管理和供给侧改革的关系,深入探讨老年教育需求与供给的融合发展逻辑和路径,从制度建设、对话机制、协同模式等层面,积极寻求老年教育需求侧管理和供给侧改革的协同策略,以推动老年教育事业的持续健康发展。 Currently,elderly education in our country is still in a phase of exploration and development.While it presents promising opportunities for growth,it also faces challenges such as inadequate supply-side reforms,unbalanced development,and a shortage of qualified personnel.Strengthening demand-side management,promoting supply-side reforms,and achieving effective coordination between these two aspects are crucial for stabilizing the development of elderly education,enhancing its operational paradigm,and improving its overall quality.The demand side of elderly education encompasses the aspirations and needs of older adults to update their knowledge,pursue interests,enhance social interaction,maintain physical and mental health,realize their self-worth,and engage in community activities.Conversely,the supply side includes the educational resources,curriculum systems,venues,and support services designed to meet these learning needs.To foster the growth of elderly education,we must examine the relationship between demand-side management and supply-side reform dialectically.This entails a thorough exploration of the integration of demand and supply through system construction,dialogue mechanisms,and cooperative models.We should actively seek collaborative strategies that align demand-side management with supply-side reform,promoting the sustainable and healthy development of elderly education.
