On the endogenous mechanism and collaborative governance of sharing economy risks

近年来,我国共享经济获得突飞猛进的发展,但也发生了严重的安全事件。传统商业结构裂变是共享经济风险产生的根源,结构重构与监管失控导致共享经济风险产生,P2P交易行为扩大了共享经济的风险;执法工具缺失导致政府治理失效,市场逐利本质导致共享平台治理失灵,供需两端主体性不足导致社会参与不足。共享经济风险产生的结构性基础和治理困境呼唤风险协同治理,包括目标协同、主体协同、机制协同等方面。

In recent years,China’s sharing economy has developed rapidly whereas serious security incidents have also occurred.The break of traditional business structure is the root cause of the risk of sharing economy.Structural reconstruction and out-of-control supervision bring about the risk of sharing economy,and the P2P trading behavior amplifies the risk.The lack of law enforcement tools leads to the failure of government governance,the profit-seeking nature of the market leads to the failure of sharing platform management,and the lack of subjectivity at both ends of supply and demand leads to insufficient social participation.The structural basis and governance dilemma arising from shared economic risks call for collaborative risk governance,including target synergy,subject synergy,and mechanism synergy.
