摘要
依法治校要求高校以法治思维和法治方式规范高校人才引进工作,目前高校在人才引进方面出现人才引进竞争激烈化,人才引进成本过高、人才引进风险扩大,人才管理纠纷增加等问题,其主要根源在于部分高校缺乏依法治校的理念,未能树立科学的人才观,人才引进缺乏系统性规划,人才引进管理制度不健全。因此应坚持依法治校理念,树立科学的人才观,加强人才引进规划;优化人才引进管理制度,加强人才引进的“软环境”建设。
The rule of law in higher education requires universities to regulate their talent recruitment work with legal thinking and legal means.Currently,there are surface-level problems in talent recruitment in higher education,such as excessive competition in talent recruitment,capitalization of talent recruitment,and expansion of talent recruitment risks,as well as increasing disputes.These problems have damaged the educational ecological environment,and the root cause lies in the lack of the concept of rule of law in universities,failure to establish a scientific concept of talent,an incomplete talent recruitment system,and the ineffective operation of the supervision mechanism for talent recruitment management.Therefore,universities should adhere to the concept of rule of law,establish a scientific concept of talent,optimize the talent recruitment management system,conduct a legal review,proactively prevent risks,establish procedural paths,and improve the power redress mechanism,thus creating a good talent recruitment environment in higher education.
