人口老龄化背景下高台县农村地区医养结合发展困境及对策研究

Research on the Development Dilemma and Countermeasures of Medical and Elderly Care Integration in Rural Areas of Gaotai County under the Background of Population Aging

人口老龄化不仅是当前我国社会发展的一个大趋势,而且也将成为今后相当长一段时间里我国的基本国情。医养结合是目前积极应对人口老龄化的一项重要措施,也是目前解决我国老年人口基数大、增速快的现状的一个新视野。本文基于人口老龄化的现实背景,通过对高台县信号村医养结合发展情况以及老年人对医养结合养老服务的需求进行问卷调查、数据统计和分析,了解当地老年人对医养结合养老服务的需求以及当地医养结合的发展现状。结果显示,只有少部分老年人对医养结合的认知比较清楚,并且在医养结合发展过程中只有极少部分居民能够参与医养结合养老服务,大部分老年人选择居家养老。高台县农村地区医养结合发展在机构养老服务环境、老年人口参与率、政策法规等方面仍存在许多问题。针对以上问题,本文从积极推行长护险、优化农村地区医养结合服务环境等方面提出进一步完善的对策。

Population aging is not only a major trend of China’s social development,but also will become the basic national condition of China for a long time in the future.The integration of medical care and elderly care is an important measure to actively respond to the aging of the population,and it is also a new vision to solve the current situation of China’s large elderly population base and rapid growth.Based on the realistic background of population aging,this paper conducted a questionnaire survey,data statistics and analysis on the development of the integration of medical care and elderly care in Signal Village,Gaotai County,and the demand of the elderly for the integration of medical and elderly care services,so as to understand the demand of the local elderly for the integration of medical and elderly care services and the development status of the local integration of medical and elderly care.The results showed that only a small number of elderly people had a clear understanding of the integration of medical care and elderly care,and only a very small number of residents were able to participate in the integration of medical and elderly care services in the development process,and most of the elderly chose to care for the elderly at home.There are still many problems in the development of integrated medical care and elderly care in rural areas of Gaotai County,such as the institutional elderly care service environment,the participation rate of the elderly population,and policies and regulations.In view of the above problems,this paper proposes further improvement countermeasures from the aspects of actively promoting long-term care insurance and optimizing the service environment of integrated medical care and elderly care in rural areas.
