南京市农村老龄化视域下养老困境及对策

Pension Dilemma and Countermeasures under the Perspective of Rural Aging in Nanjing City

21世纪以来,我国人口年龄结构正在向老龄化趋势转变。在此背景下,农村地区的老年人养老问题变得尤为突出,亟需得到解决。本项研究旨在深入探究南京农村地区在养老服务方面所面临的挑战,并寻求切实可行的解决方案。本文通过分析老龄化发展进程、农村社会保障体系的现状、家庭养老的实际情况以及政策环境的变迁,指出了农村社会保障体系的不健全、人口流动、农村老人负担重以及政策环境不完善是造成农村养老问题的主要原因。为了应对这些挑战,本研究提出了一系列建议,包括强化农村社会保障体系的建设,促进农村经济的持续发展,推动家庭养老模式的创新,重塑乡村文化体系,以及完善相关政策和环境支持等。这些建议旨在为南京农村地区的养老问题提供新的解决思路,以期有效减轻由老龄化带来的养老压力,改善农村老年人的生活质量,为农村老年人提供更加全面和有效的养老保障,同时也为农村地区的可持续发展提供支持。

Since the 21st century,the age structure of China’s population is changing towards an ageing trend.Against this background,the problem of elderly care in rural areas has become particularly prominent and needs to be addressed urgently.The purpose of this study is to explore in depth the challenges faced by rural areas in Nanjing in terms of elderly services and to seek practical solutions.By analyzing the development process of aging,the current situation of the rural social security system,the actual situation of family old-age care,and the changes in the policy environment,this paper points out that the inadequacy of the rural social security system,the mobility of the population,the heavy burden of the rural elderly,and the imperfect policy environment are the main causes of the rural old-age care problem.To cope with these challenges,this study puts forward a series of recommendations,including strengthening the construction of the rural social security system,promoting the sustainable development of the rural economy,promoting the innovation of the family old-age care model,reshaping the rural cultural system,and improving the relevant policies and environmental support.These recommendations are intended to provide new ideas for solving the problem of old age in rural Nanjing,with a view to effectively reducing the pressure on old age brought about by ageing,improving the quality of life of the elderly in rural areas,providing more comprehensive and effective old age protection for the elderly in rural areas,and at the same time providing support for the sustainable development of rural areas.
