The proposal of the concept of modernization of municipal social governance provides a new path-way for our country to build a modern national governance system and improve the new pattern of grassroots social governance.This concept not only represents a new direction for development but also responds to the evolving demands for better living standards,particularly in border regions,where it holds significant importance.The unique geographical and cultural contexts of border re-gions,especially their small and medium-sized cities,present specific legal challenges in the pro-cess of municipal social governance.These challenges include lagging institutional development,inadequate law enforcement,insufficient governance capacities,and ineffective legal education methods.Addressing these challenges requires a comprehensive approach that integrates theoret-ical analysis with practical solutions,offering a pathway for the development of municipal social governance in small and medium-sized cities in border regions.
