城市社区洪涝灾害社会韧性评价与提升策略研究——以焦作市韩愈路社区为例

摘要 为提升社区整体抗洪减灾能力并为其他类型灾害治理工作提供决策依据,从固有资源韧性、组织管理韧性以及精神文化韧性三个维度构建城市社区洪涝灾害社会韧性评价体系,并利用层次分析法确定指标权重.以焦作市韩愈路社区为研究对象,运用模糊综合评价法计算其洪涝灾害社会韧性指数并进行等级划分,分析其存在不足并提出相应发展策略.结果表明,韩愈路社区洪涝灾害社会韧性得分为2.937,处于中等偏下水平.未来社区洪灾社会韧性的提升可从构建社区应急资源保障机制、提高居民自组织管理能力、完善社区治理机制、加强社区公共和应急文化建设入手. In order to improve the overall flood fighting and disaster reduction capacity of the community and provide decision-making basis for other types of disaster management,the evaluation system of social resilience for urban community flood disaster is constructed from three dimensions of inherent resource resilience,organizational management resilience and spiritual and cultural resilience,and the index weight is determined by analytic hierarchy process.Taking Hanyu Road Community in Jiaozuo City as the research object,the fuzzy comprehensive evaluation method is used to calculate the social resilience index of flood disaster and classify the grades.The shortcomings are analyzed and the corresponding development strategies are put forward.The results show that the social resilience score of flood disaster in Hanyu Road Community is 2.937,which is at the lower middle level.In the future,the social resilience of the community flood disaster can be improved from the following aspects:building the community emergency resource guarantee mechanism,improving the residents’self-organization and management ability,improving the community governance mechanism,and strengthening the construction of community public and emergency culture.
