摘要
区域创新生态系统建设是提升河南省创新产出与创新能级的重要载体.为系统测度河南省创新生态系统运行水平,基于河南省及周边九个省区城市面板数据,构建了创新生态运行能力指标体系和创新效率评价指标体系,采用耦合协调度模型对河南省及与周边其他9个省区的创新生态运行能力进行测度,用DEA方法对创新效率进行评价.结果表明:创新能力上,2016—2021年河南省各项创新指标快速增长,创新运行能力协调度持续提升,但创新绩效转化能力相对不足,与其他省份仍有一定差距;创新效率上,河南省的创新投入力度仍然不够,创新投入的配置仍未达到最佳产出规模,且创新过程中创新资源的使用效率不高.基于此,从强化企业在创新生态系统中的主体地位、推进创新主体跨地域链接合作、培育吸引高水平创新人才、推动科技创新金融配套发展、完善创新成果转化机制、营造良好创新生态运行环境等角度提出提升河南省创新生态运行能力和效率的对策建议.
The construction of a regional innovation ecosystem is an important vehicle for improving innovation output and levels in Henan Province.To systematically measure the operational level of the innovation ecosystem in Henan Province,the innovation ecological operational capability index and innovation efficiency evaluation index systems are constructed.The coupled coordination degree model is used to measure the operational ability of the innovation ecosystem in Henan Province and nine neighboring provinces and regions.Additionally,the DEA method evaluates the innovation efficiency of Henan Province and the other nine neighboring provinces and regions.City panel data from Henan Province and the other nine provinces and regions is employed for measurement.The results indicate that all innovation indicators in Henan Province exhibit a rapid growth trend,and the coordination degree of innovation operational capability continues to improve from 2016 to 2021.However,a gap remains between Henan’s innovation performance and that of other provinces.Meanwhile,innovation input in Henan Province remains insufficient;the allocation of innovation input has not reached an optimal output scale,and innovation efficiency is relatively low compared to other provinces.Based on the above analysis,to enhance the operational capacity and efficiency of the innovation ecosystem in Henan Province,the following suggestions are proposed:strengthen the dominant position of enterprises within the ecosystem,promote cross-regional cooperation among innovation subjects,cultivate and attract high-level innovative talents,support the development of scientific and technological innovation and finance,improve the transformation mechanism for innovation achievements,and create a favorable operational environment for the innovation ecosystem.
