企业工会工作的“空间逻辑”:基于深圳市A企业的研究

The“Spatial Logic”of the Work of Trade Unions in Enterprises:Based on the Research of Shenzhen Company A

近年来对于企业工会工作的个案研究揭示了工会通过介入并协调劳资冲突而拓展工作空间的动力机制,而促进企业工会拓展工作空间的另一个重要因素则是国家在劳动关系治理体系中赋予工会的责任与使命,即政治空间的开放。通过对广东省深圳市A企业工会扩展工作空间的动力与策略进行深入分析,发现尽管该企业工会扩展工作空间与在协调劳资冲突中发挥自身能动性有关,但持续的推动力仍旧来自制度设计释放较为宽松的工会政策,提供了有利于企业工会发展的资源和平台,具体表现为各级工会给予企业工会发展的各项支持。随着企业工会工作的有效性逐步获得企业和职工的认可,工会也在企业内部拓展了能动空间,能动空间与政治空间之间形成了彼此支撑的关系。在当下我国劳动关系情境下,企业工会工作得以不断拓展与政治空间和能动空间之间的交互作用密不可分,持续的政治空间会促进能动空间的持续,反之亦然。

In recent years,the case studies on the work of enterprise trade unions have revealed the dynamic mechanism of trade unions to expand their working space by intervening in and coordinating labor conflicts,and another important factor to promote the expansion of working space of enterprise trade unions is the responsibility and mission entrusted by the state to trade unions in the labor relations governance system,that is,the opening of political space.Through an in-depth analysis of the motivation and strategy of the trade union to expand the working space of enterprise A in Shenzhen,Guangdong Province,this paper finds that although the expansion of the working space of the trade union of the enterprise is related to its own initiative in the coordination of labor-management conflicts,the continuous driving force still comes from the relatively loose trade union policy released by the system design,which provides resources and platforms conducive to the development of the enterprise trade union,which is manifested in the support given by the trade unions at all levels to the development of the enterprise trade union.With the gradual recognition of the effectiveness of the work of the trade union of the enterprise and the employees,the trade union has also expanded the dynamic space within the enterprise,and the dynamic space and the political space have formed a mutually supportive relationship.This paper argues that in the current context of labor relations in China,the continuous expansion of the work of enterprise trade unions is inseparable from the interaction between political space and dynamic space,and that continuous political space will promote the continuation of dynamic space,and vice versa.
