新时期公共卫生治理体系和治理能力提升路径研究——以湖北省十堰市为例

Research on the enhancement path of public health governance system and governance capacity in the new period:a case study of Shiyan City,Hubei Province

公共卫生是关系一个国家或一个地区人民健康的公共事业,公共卫生治理能力的提升和治理体系的健全是实现公共卫生善治的重要保障。为全面提升十堰市公共卫生服务水平,在梳理总结公共卫生治理现状的基础上,采用扎根理论研究方法,对十堰市部分医疗卫生机构、疾病预防控制中心、卫生计生综合监督执法局、卫生健康局、急救中心部分工作人员进行质性深度访谈,并对访谈资料进行整理和分析,发现十堰市公共卫生治理存在疾病预防控制体制不健全,硬件设施不优和人才缺乏,民众科学素养、健康防范和法律意识不足等问题。继而,基于多中心治理理论,厘清了政府部门、医疗卫生机构、科研院所、公众等公共卫生治理主体的权责,提出了关于改善公共卫生治理路径的建议,以便于更好地推动健康十堰建设、完善公共卫生治理体系、提升公共卫生治理能力。

Public health is a public undertaking related to the public health of a country or a region.The improvement of public health governance ability and the perfection of governance system are important guarantees for the realization of good public health governance.In order to comprehensively improve the level of public health services in Shiyan City,based on the review and summary of the current situation of public health management,qualitative in-depth interviews are conducted with some staff members of some medical institutions,Centers for Disease Control and Prevention,Health and Family Planning Comprehensive Supervision and law Enforcement Bureau,Health Bureau,and emergency centers in Shiyan City,and the interview data are sorted out and analyzed.It is found that there are some problems in the public health management of Shiyan City,such as insufficient disease prevention and control system,poor hardware facilities,lack of talents,and insufficient scientific literacy,health prevention and legal awareness of the public.Then,based on the theory of multi-center governance,it clarifies the powers and responsibilities of public health governance subjects such as government departments,health institutions,research institutes and the public,and puts forward suggestions on ways to improve public health governance,so as to better promote the construction of healthy Shiyan,improve the public health governance system and enhance the public health governance capacity.
