内蒙古自治区公共卫生资源供给效率研究

Study on the supply efficiency of public health resources in Inner Mongolia Autonomous Region

目的 通过对内蒙古自治区公共卫生资源供给效率的分析,进一步推动卫生事业高质量发展。方法 基于2013—2022年内蒙古自治区12个盟市的相关指标数据,采用DEA模型对内蒙古自治区各盟市公共卫生资源供给效率进行测算,并构建Malmquist指数模型对供给效率进行动态分析。结果 2022年,内蒙古自治区有5个盟市的综合技术效率为1,规模报酬达到最佳,其余7个盟市的综合技术效率均小于1。2013—2022年,综合效率(0.991)、纯技术效率(0.994)、规模效率(0.997)的均值表明,资源投入和产出不相匹配,纯技术效率是驱动综合效率降低的主要因素;全要素生产率变动幅度在0.832~1.365之间,区间均值为0.979,整体呈下降趋势,且技术进步是制约其提升的主要原因。结论 内蒙古自治区东、西部各盟市资源供给效率仍存在差异,应优化公共卫生资源供给结构、合理配置财政供给资金、建设“互联网+医疗”发展模式。

Objective To further promote the high quality development of health service by analyzing the supply efficiency of public health resources in Inner Mongolia Autonomous Region.Methods Based on the relevant index data of 12 league cities in Inner Mongolia Autonomous from 2013 to 2022,DEA model was used to measure the public health resource supply efficiency of each league city in Inner Mongolia Autonomous Region,and Malmquist index model was constructed to analyze the supply efficiency dynamically.Results In 2022,the comprehensive technical efficiency of 5 cities in Inner Mongolia Autonomous Region was 1,and the return to scale reached the best,while the comprehensive technical efficiency of the remaining 7 cities was less than 1.From 2013 to 2022,the average values of comprehensive efficiency(0.991),pure technical efficiency(0.994)and scale efficiency(0.997)showed that resource input and output did not match,and pure technical efficiency was the main factor driving the decrease of comprehensive efficiency.The variation range of total factor productivity was from 0.832 to 1.365,the average interval was 0.979,showing a downward trend,and technological progress was the main reason restricting its improvement.Conclusion There are still differences in resource supply efficiency between the eastern and western cities of Inner Mongolia Autonomous Region.It is suggested to optimize the supply structure of public health resources,rationally allocate fiscal supply funds,and build the development model of“Internet+medical treatment”.
