长三角一体化战略下区域治理体系的现代嬗变与创新转型——基于江阴地方治理实践的分析

地方治理体系作为国家治理体系的重要组成部分,自改革开放以来发生了深刻变革,从改革开放初期的探索改革确立地方政府组织机构,到新世纪初期的深化改革提出服务型政府建设,再到新时代的纵深改革推动治理体系和治理能力的现代化,地方治理实现了从统治向治理、从管制向服务、从单一向多元的现代化转变。江苏省江阴市作为“科学发展的先行者”,近年来以江苏省县域集成改革试点、社会主义现代化县域示范试点等为契机,积极主动融入长三角一体化战略,不断创新治理逻辑、重塑治理结构、整合治理资源,开启地方治理体系现代化的新变革,对新时期推动区域治理创新发展、构建现代化地方治理体系、更好地发挥政府在长三角一体化发展中作用具有重要借鉴意义。

As an important component of the national governance system,the local governance system has undergone profound changes since the reform and opening up.From the exploration and establishment of local government organizational structures in the early stages of reform and opening up,to the deepening reform in the early 21st century proposing the construction of a service-oriented government,and then to the deepening reform in the new era promoting the modernization of the governance system and governance capacity,local governance has achieved a modernization transformation from rule to governance,from regulation to service,and from singularity to diversity.As a pioneer of scientific development,Jiangyin City in Jiangsu Province has actively integrated into the Yangtze River Delta integration strategy in recent years,taking the opportunity of the Jiangsu Province County Integration Reform Pilot and the Socialist Modernization County Demonstration Pilot.It continuously innovates governance logic,reshapes governance structure,integrates governance resources,and initiates a new transformation of local governance system modernization.This is significant reference for promoting regional governance innovation and development,building a modern local governance system,and better playing the role of the government in the development of Yangtze River Delta integration in the new era.
