未成年人罪错行为干预机制是有效应对我国未成年人犯罪态势的题中之义,也是预防青少年犯罪、完善社会治理的重要举措。建立符合我国司法实践的罪错未成年人分级干预机制,需要从机制构建的核心概念出发,在明确基本价值追求的基础上,分析现有体系下面临的困境,从完善法律体系、专门学校建设等方面入手,制定符合新时代我国国情及司法实践需求的罪错未成年人分级干预机制,实现从源头上减低未成年人犯罪的目的。

The intervention mechanism for juvenile delinquency is the key to effectively responding to the situation of juvenile delinquency in China.It is also an important measure to prevent juvenile delinquency and improve social governance.To establish a graded intervention mechanism for delinquent minors that conforms to China’s judicial practice,we need to start from the core concepts of mechanism construction,analyze the difficulties faced under the existing system on the basis of clarifying the pursuit of basic values,start from improving the legal system and building specialized schools,and formulate a graded intervention mechanism for delinquent minors that meets China’s national conditions and judicial practice needs in the new era,so as to achieve the goal of reducing the juvenile delinquency from the source.
