摘要
文章基于长江经济带11省市2011—2021年面板数据,利用改进的TOPSIS法分析了长江经济带各省市的工业碳减排效果。相较于单方面从碳减排数量衡量,文章从碳减排效益、能源结构优化、能源配置效率、低碳创新能力、生态环境保护等五个方面选取指标并构建评价指标体系,综合评价区域碳减排的效果和潜力。研究结果表明:长江经济带11省市碳减排效果具有明显差异,其中上海市和江苏、浙江两省工业碳减排量虽然并不都是最高,但效果综合表现相对较佳;各个区域在碳减排效益、能源结构优化、能源配置效率、低碳创新能力、生态环境保护等五个方面都有自己的碳减排劣势和优势,应在相互学习的同时扬长避短,走出拥有自身特色的工业碳减排道路。
Based on the 2011-2021 panel data of 11 provinces and cities in the Yangtze River Economic Belt,the article analyzes the effect of industrial carbon emission reduction of each province and city in the Yangtze River Economic Belt using the improved TOPSIS method.Compared with unilateral measuring from the quantity of carbon emission reduction,the article selects indicators from five aspects,such as carbon emission reduction benefit,energy structure optimization,energy allocation efficiency,low-carbon innovation capacity,and ecological environmental protection,to comprehensively evaluate the effect and potential of regional carbon emission reduction.And the results show that:the carbon emission reduction effect of the 11 provinces and cities in the Yangtze River Economic Belt has obvious differences,among which the industrial carbon emission reduction of Shanghai and Jiangsu and Zhejiang provinces is not the highest,but the effect of the comprehensive performance is relatively the best.Each region has its own carbon emission reduction disadvantages and advantages in the five aspects of carbon emission reduction benefits,energy structure optimization,energy allocation efficiency,low carbon innovation capacity,ecological environmental protection,etc.,and should learn from each other while avoiding the shortcomings,embarking on the industrial carbon emission reduction road with its own characteristics.
