新型城镇化赋能低碳发展:机制识别与区域差异

New Urbanization Enabling Low Carbon Development:Mechanism Identification and Regional Differences

摘要 新型城镇化是以人为核心将节能减排作为重要导向的城镇化,要求推进生产生活低碳化.基于2011-2021年中国30个省(区、市)的面板数据,构建新型城镇化水平综合指数,利用双向固定效应模型实证分析新型城镇化对碳排放强度的影响.研究发现:新型城镇化显著抑制了地区碳排放强度,该影响在一系列稳健性检验之后依然成立;机制检验表明,新型城镇化能够通过优化能源结构、提升能源利用效率、提高研发强度三个路径降低碳排放强度;异质性分析表明,新型城镇化对碳排放强度的抑制作用在中、西部与政府干预程度较高的地区更为明显. New urbanization focuses on human beings and takes energy conservation and emission reduction as an important orientation,which requires the promotion of low-carbon production and life.The paper uses panel data of 30 provinces(autonomous regions and municipalities directly under the central government)in China from 2011 to 2021 to construct a comprehensive index of the new urbanization level,and empirically analyses the impact of new urbanization on carbon emission intensity by using a two-way fixed effect model.The study finds that:new urbanization significantly suppresses regional carbon emission intensity,and this effect still holds after a series of robustness tests;the mechanism test shows that new urbanization can reduce carbon emission intensity through three paths:optimizing the energy structure,improving the efficiency of energy utilization,and increasing the intensity of research and development;and the analysis of heterogeneity shows that the suppression effect of new urbanization on carbon emission intensity is more significant in the central and western regions as well as the regions with a higher degree of government intervention.
