On the Functional Role of the Chinese People's Political Consultative Conference System in the New Era

人民政协制度是从中国土壤中生长出来的制度,在新中国成立及发展各阶段身负重要功能角色。人民政协制度酿于新民主主义革命时期,确立于新中国成立之际,发展于改革开放与社会主义现代化建设新时期,定型于中国特色社会主义新时代。团结与民主是人民政协的两大主题,包容型团结与协商型民主作为内在逻辑理路贯穿人民政协制度功能角色建设全过程。新时代以来,人民政协制度明确其作为专门协商机构的精准制度定位,围绕勁力巩固包容型团结与充分发展协商型民主这一逻辑展开制度发展布局。当前,人民政协制度功能角色应继续围绕中心、服务大局,坚持并加强党对人民政协的全面领导以增进团结的向心力;完善委员联系界别群众机制与强化委员责任担当以增强团结的凝聚力;充分发挥人民政协新型智库功能以提升协商民主科学化水平;推进人民政协协商制度化发展以提升协商民主制度化水平;明晰人民政协协商制度整体定位以提升协商民主规范化水平,进而从五方面加强其制度功能建设。

The Chinese People's Political Consultative Conference(CPPCC)is a system that is emerged uniquely in China,playing a vital role across all stages of the founding and development of the People's Republic of China(PRC).The CPPCC was conceived during the New Democratic Revolution,formally established at the founding of the PRC,developed during the reform and opening-up period,and further solidified in the new era of socialism with Chinese characteristics.Unity and democracy are the two core themes of the CPPCC,with"inclusive unity"and"consultative democracy"serving as the underlying logical principles guiding the development of its functional role.Since the new era,the CPPCC has clearly positioned itself as a specialized consultative body,focusing its institutional development on strengthening"inclusive unity"and advancing"consultative democracy".The functional role of the CPPCC should continue to focus on key national priorities and contribute to the overall strategic picture by enhancing its institutional capacity in five main areas:first,by strengthening the unifying force of solidarity through upholding and reinforcing the Party's comprehensive leadership over the CPPCC;second,by improving the mechanism that connects committee members with different social groups and fostering a stronger sense of responsibility among members to boost cohesion;third,by fully leveraging the CPPCC's role as a new type of think tank to enhance the scientific rigor of consultative democracy;fourth,by advancing the institutionalization of consultative processes to further standardize consultative democracy;and fifth,by clarifying the overall positioning of the CPPCC's consultative system to improve its institutional standardization.
