中国警察执法话语体系研究

中国警察执法话语体系是由以特定符号和表达方式反映、解释与传播人民警察开展执法活动的立场、价值、形象、语言、行动、制度等构成的思想体系与表达体系。中国警察执法话语体系根植于我国的历史文化中,在顶层谋划先行的建构式实践脉络下经历了从“法制”到“法治”、从“有法可依”到“严格规范公正文明执法”再到“良法善治”的叙事过程。中国警察执法话语体系的话语立场集中体现在“以人民为中心”的价值理念以及“法律效果、政治效果、社会效果有机统一”的实践认同中。在话语主体建设方面,尤其注重民警政治素养与专业能力的持续提升、枫桥式派出所的创建以及公安机关职能体系的持续优化。话语表达的制度化、传播场景的剧场化、信息生产与传播过程的智能化是中国警察执法话语体系中极具个性的传播特征。执法话语体系中的话语反馈指向对警察执法质量的监督评价,主要通过执法公开、过程监控与结果考评等环节实现。建构中国警察执法话语体系有助于深化对我国法治公安建设的理论阐释,凝聚警察执法的理念共识,明确公安工作现代化背景下法治公安建设的路径方向,在法治轨道上全面推进公安工作现代化。

The discourse system of Chinese police law enforcement is an ideological and expression system composed of specific symbols and expressions that reflect,elucidate and disseminate the position,value,image,language,action and institution of Chinese police law enforcement.The discourse system of Chinese police law enforcement is formed in China's history and culture,and has experienced a narrative transformation from""rule by law"to"rule of law",from""there are laws to follow"to"strict,normative,fair and civilized law enforcement"and then to"good law and good governance"in the context of constructive practice with top-level design as a priority.The discourse stance of the discourse system of Chinese police law enforcement is rooted in the"people-centered"values alongside the practical identification of the"organic unity of legal,political and social effects".As to the construction of discourse subject,China emphasizes the continuous improvement of police officers'political accomplishment and professional ability,the establishment of Fengqiao-style police station and the continuous optimization of public security organs'function system.The institutionalization of discourse expression,the theatricalization of communication scene,and the intelligentization of information production and communication process are the most distinctive characteristics within the communication process of Chinese police law enforcement discourse system.The discourse feedback in the law enforcement discourse system points to the supervision and evaluation of the quality of police law enforcement,which is mainly realized through the transparency of law enforcement,process monitoring and result evaluation.The construction of discourse system of Chinese police law enforcement will help to deepen the theoretical interpretation of China's development of the police under rule of law,gather the consensus of Chinese police law enforcement,provide guidance for China's development of the police under rule of law amidst the modernization of public security work,and comprehensively promote the modernization of public security work on the track of rule of law.
