网状脉治理:中国式现代化基层治理场域的“枫桥经验”创新发展

Reticulated Venation Governance:The Innovative Development of"Fengqiao Experience"in Chinese Modernization of Grassroots Governance

中国式现代化基层治理以人民为中心为根本宗旨,以实现物质需求和精神需求的双重满足为根本目标,坚持守正与创新的辩证方法,具有搭建世界现代化建设新理论体系的历史价值。当前,基层治理主要面临着两个困境:一是在城镇化的冲击下,人民群众参与基层事务积极性持续低迷;二是在社会结构变迁之下,基层政权的组织能力频频下滑。“枫桥经验”作为中国式现代化基层治理的优秀样本,坚持“矛盾不上交”的核心理念,在解决上述困境过程中类比植物学中网状叶脉结构,创新发展出“网状脉治理”模式。“网状脉治理”模式下不同社会个体之间依据党政性路径、地域性路径、利益性路径连接为不同类别的“节点”,各类“节点”以政府为主脉、乡贤为侧脉、大数据技术为细脉,井然有序地发挥着中国式现代化的基层治理优势。

Chinese modernization of grassroots governance,which takes the people as its basic purpose and realizes the dual satisfaction of material and spiritual needs as its basic goal,adheres to the dialectical method of observation and innovation,and has the historical value of building a new theoretical system of modernization construction in the world.At present,grassroots governance is facing two major dilemmas:first,under the impact of urbanization,people's motivation to participate in grassroots affairs is still low;second,under the change of social structure,the organizational capacity of grassroots governance is often declining.As an excellent example of modernized grassroots governance in China,the"Fengqiao Experience"'adheres to the core concept of"not handing over contradictions",and in the process of solving the above dilemmas,it is analogous to the structure of reticulated leaf veins in botany,and innovatively develops the model of""reticulated vein governance".Reticulated Vein Governance Model In the Reticulated Vein Governance model,different social individuals are connected to different types of"nodes"based on party and government pathways,regional pathways and interest pathways.The government is the main vein,the village elders are the side veins,and the big data technology is the fine vein,and they orderly play the advantages of Chinese modernized grassroots governance.
