Practice and Thinking on the Construction of Quality Management System in Technical Institution

为持续改进和优化工作流程,强化各项业务管理,深圳市市场监督管理局许可审查中心通过对各项业务工作流程和管理制度进行总结归纳,于2022年依据ISO 9001国际标准构建质量管理体系,并经过两年的运行持续提高质量管理能力,建立了一套行之有效的质量管理体系。本文以检查审评机构开展质量管理体系建设及运行情况为例,介绍了基于现场核查、安全检查和技术审评业务工作开展质量管理体系建设的过程,旨在为其他同类型的技术机构提供参考依据,促进其质量管理体系不断完善和质量管理能力持续提升。

In a continuous effort to optimize operational procedures and enhance operations,the Shenzhen Market Supervision Administration's Licensing Inspection Center instituted the quality management system in 2022,according to the ISO 9001 international standard.This was achieved by comprehensively aggregating and analyzing various working processes and management protocols.Subsequent to two years of operation,Licensing Inspection Center has established an efficacy-oriented quality management system.Moreover,by exemplifying the construction of the quality management system by inspection and review Institutions,this study discloses the construction process of quality management system development basis on verification,inspection,and technical review.Through the locale research,the aim is to provide guidance for peer technical institutions and to promote the progress of their quality management systems and associated capabilities.
