摘要
数字乡村是乡村振兴的战略方向,也是建设数字中国的重要内容。当前我国数字乡村建设仍处于起步阶段,尚未形成成熟的标准与模式。江苏作为数字乡村建设的重要创新试验场,深入探究其建设机制与路径具有重要的示范意义。通过收集江苏50个县域的案例文本,运用LDA模型识别数字乡村建设的关键要素,构建由“资源嵌入”“资源编排”“数字治理”和“数字参与”四个子系统组成的“资源-行动”理论框架模型,用以阐释数字乡村建设的运行机制。继而结合江苏62个县域样本,运用fsQCA方法分析数字乡村建设中不同驱动条件的组态路径及其有效性。研究表明,高水平数字乡村建设的驱动路径可归纳为三类,即“资源-治理”双核心型、“资源-参与”双驱动型和“资源-行动”协奏型。相反,“资源单一型”或“行动单一型”路径则是导致非高水平数字乡村建设的主要原因。以江苏为例,探讨了数字乡村建设的影响因素、运行机制及组态路径,并提出了推进数字乡村建设的政策建议,为其他地区的建设实践提供了有益参考。
Digital villages represent a strategic direction for rural revitalization,which is also a key component of building a digital China.Currently,the construction of digital villages in China remains in its early stages,lacking mature norms and models.Exploration of Jiangsu's construction mechanisms and paths holds significant demonstration value since it serves as a crucial experimental ground for the development of digital villages.By collecting cases from 50 counties in Jiangsu,this study employs the LDA model to identify key elements of digital village construction,and construct a"resource-action"theoretical framework model composed of four subsystems,i.e.,"resource embedding","resource orchestration","digital governance",and"digital participation",to explain the operational mechanisms of digital village construction.Furthermore,with a sample of 62 counties from Jiangsu,the fsQCA method is employed to analyze the configurational paths of different driving conditions in digital village construction and their effectiveness.The study shows that the driving paths of high-level digital village construction can be categorized into three types:the"resource-governance dual-core"type,the"resourceparticipation dual-drive"type,and the"resource-action synergy"type.In contrast,"resource-only"or"action-only"approach is mostly to blame for the low-level development of digital villages.Using Jiangsu as a case study,the research explores the driving forces,operational mechanisms,and configurational paths of digital village construction,proposes policy recommendations to advance digital village construction,and provides valuable references for the construction practices in other regions.
