数字治理学科建设的若干基本问题

Several Basic Questions in the Development of the Discipline of Digital Governance

在公共管理学科体系中,聚焦“数字化”新方向、推动数字治理学科建设具有重要的理论与实践意义。在国家需求、专业建设和知识生产等方面,数字治理学科建设均已具备坚实的发展基础。以数字治理为学科命名可以在“治理”层面囊括更多的主体,在“数字”层面涵盖更多元的议题,与其他概念相比具备更强的适用性和更广的覆盖面。数字治理的基本维度可归纳为应用与理论、工具与对象、发展与安全、体系与能力、时间与空间、结构与复杂性等六个维度,共同致力于回答数字治理是一个什么样的学科。研究认为,应从知识创新、价值导向、人才培养和合作机制等四个方面推动数字治理学科的发展。

In the discipline system of public management,focusing on the new direction of“digitalization”and promoting the development of the sub-discipline of digital governance holds significant theoretical and practical implications.In terms of national demand,professional development,and knowledge production,the development of this digital governance discipline has already established a solid foundation for growth.Naming the discipline as digital governance allows for a broader inclusion of various stakeholders at the“governance”aspect and encompasses a more diverse range of topics at the“digital”aspect,thus offering greater applicability and broader coverage compared to other concepts.The basic dimensions of digital governance can be summarized into six aspects:application and theory,tools and objects,development and security,systems and capabilities,time and space,as well as structure and complexity.Together,these dimensions strive to answer the question of what kind of discipline digital governance represents.Based on this,recommendations for advancing the development of the digital governance discipline are proposed from four perspectives:knowledge innovation,value orientation,talent cultivation,and cooperative mechanisms.
