This article clarifies the principles followed by effective control of construction project cost budget,such as comprehensiveness principle,goal management principle,etc.;a thorough analysis was conducted on its key issues,such as the lack of precision in budget preparation and poor management of changes and claims during construction;a series of effective cost budget control methods were proposed,including improving the accuracy of budget preparation,strengthening the cost control in the construction process,strengthening change management,and establishing a scientific risk management mechanism.
