摘要
高质量开展“双高计划”绩效评价是我国高职教育改革的重大举措,是促进高职院校适应中国产业走向全球产业中高端、培养高素质技术技能人才的一项系统工程。分析了绩效评价受到学生学习、人才培养和“职业”规律的规制逻辑,辨析了绩效评价任务设置的理论性与价值取向的实践性、绩效评价的共性要求与建设基础的差异性、绩效评价的短期性与人才培养的长期性这三对关系,探讨了从加强党的领导、落实立德树人等七个方面强化举措推进“双高”建设,提出了从多元认同、人才质量、经费投入和政策保障“四要素”健全质量保障体系,从而促进高职教育高质量发展。
The “Double-high Plan”(Plan for the Construction of High-level Vocational Colleges and Specialties with Chinese Characteristics) performance evaluation is a significant initiative in China's higher vocational education reform,aimed at aligning vocational colleges with the country's shift towards high-end global industries and cultivating skilled technical talent.This paper examines the regulatory framework of performance evaluation in vocational education,considering its influence on student learning,talent development,and vocational principles.The study explores three key relationships:the theoretical basis of evaluation criteria and practical value orientations,universal evaluation standards and institution-specific contexts,and short-term assessment goals and long-term talent cultivation.Additionally,the paper proposes seven measures to enhance the “Double-high Plan”,including strengthening the Party leadership and emphasizing moral education.To promote high-quality development in vocational education,the study recommends a quality assurance system founded on four pillars:diverse recognition mechanisms,talent quality metrics,strategic financial investment,and supportive policy frameworks.
