军队疗养机构科室医疗质量评价指标构建的研究

Study on the construction of medical quality evaluation index of departments in military convalescent institutions

目的探索构建军队疗养机构科室医疗质量评价指标体系。方法通过查阅文献、整理现行医疗质量管理相关制度规范,掌握军队疗养机构的科室当前医疗质量评价指标体系的现状。利用Donabedian和IOM两种经典医疗质量管理模型建立本课题的疗养质量评价指标模型(REST模型),构建了科室医疗质量评价一、二级指标架构体系调查问卷。采用专家咨询法对5家疗养机构卫勤部门、质量管理科、疗养科室等不同群体进行医疗质量控制一、二级指标权重的问卷调查,根据调查结果对指标进行筛选和修改,确定指标权重。结果专家的积极系数为1,权威程度均>0.7,最终确立了一级指标4项,二级指标26项。结论本研究构建的医疗质量评价指标可以全面、准确、同质化地评价疗养机构科室医疗质量,为不断促进科室医疗质量持续性改进提供了理论依据。

Objective To explore the establishment of medical quality evaluation index system of departments in military convalescent institutions.Methods By reviewing literature and sorting out the current medical quality management system related regulations and norms,the current status of medical quality evaluation index system of departments in military convalescent institutions was mastered.Two classical medical quality management models,Donabedian and IOM,were used to establish the REST model of recuperation quality evaluation in this subject,and the questionnaire of the primary and secondary index framework for medical quality evaluation of departments was constructed.The expert consultation method was used to conduct a questionnaire survey on the weights of the primary and secondary indexes of medical quality control among different groups such as health service departments,quality management departments and recuperation departments of 5 convalescent institutions.The indexes were screened and modified according to the survey results,and the weights of the indexes were determined.Results The positive coefficient of experts was 1,and the authority degree was>0.7.Finally,4 primary-level indexes and 26 secondary-level indexes were established.Conclusion The medical quality evaluation indexes constructed in this study can comprehensively,accurately and homogenously evaluate the medical quality of departments in convalescent institutions,and provide a theoretical basis for continuously improving the medical quality of departments.
