新型农村集体经济是乡村特色产业发展的关键,更是促进产业绿色转型和生态资源价值实现的重要载体。乡村特色产业绿色转型所体现的是由传统的特色产业向以新时代的“土特产”为抓手的高质量的特色产业转变,以及由以往仅追求经济效益向资源节约和环境保护为导向的增长方式转变的协同推进。新型农村集体经济发展方向和自身特征呈现出与乡村特色产业绿色转型及需求的内在一致性,一方面乡村特色产业绿色转型始终与新型农村集体经济的历史和创新发展同向推进;另一方面新型农村集体经济自身所具备的“多样化发展”“多元化合作”“多维化增收”等特征,在发展过程中能够生成“要素聚合、协同联合、利益融合”的多重效应,从而有效促进资源整合与要素汇集、构建特色优势与规模发展、确保价值转化与农民利益,进而满足乡村特色产业绿色转型的需求,并形成多种赋能实践模式。为加快乡村特色产业绿色转型的实现,应从建立“村庄内部—村庄之间—‘县乡村’之间”的多维联动,优化资源利用、品牌建设、产业结构,立足产权制度创新、生产要素质量和科学技术水平提高,进一步推进新型农村集体经济的统筹、绿色和高质量发展,合理布局乡村特色产业绿色转型规划、提高乡村特色产业绿色转型效率、促进乡村特色产业绿色转型升级,从而充分提升和发挥新型农村集体经济在乡村特色产业绿色转型中的赋能作用。
