加拿大高校学生工作从业人员胜任力标准的国别特征——基于《CACUSS学生事务与服务胜任力模型》文本的分析

National Characteristics of Competency Standards for Student Work Staff in Canadian Universities:An Analysis of CACUSS Competency Model for Student Affairs and Services

摘要 2016年“加拿大高校学生服务联合会”(CACUSS)颁布了《CACUSS学生事务与服务胜任力模型》(CACUSS Student Affairs and Service Competency Model)。该文件立足加拿大高校学生事务与服务专业化发展的初级阶段,针对全体从业人员前瞻性地构建了胜任力发展的整体框架,并从初级、中级和高级三个层次详细阐述了11项通用胜任力的具体内容。这种立足本国高校实践和发展阶段,强调本国国情特色和专业价值观的基础地位,注重顶层设计、逐步开发和吸收发达国家有益成果的胜任力标准制定思路,可以为我国未来修订《高等学校辅导员职业能力标准(暂行)》提供启示。 In 2016,the Canadian Federation of College and University Student Services(CA-CUSS)released the CACUSS Student Affairs and Service Competency Model.Based on the initial stage of professional development of student affairs and services in Canadian universities,this docu-ment prospectively constructs the overall framework of competency development for all staff,and elaborates the specific content of 11 general competencies from the primary,intermediate and se-nior levels.Based on the practice and development stage of domestic colleges and universities,em-phasizing the basic status of national conditions,characteristics and professional values,focusing on top-level design,and gradually developing and absorbing the beneficial results of developed coun-tries,the competency standard formulation ideas can provide inspiration for our future revision of the Vocational Competence Standards for college Counselors(Interim).
