碳交易政策对区域经济高质量发展的影响

The Impact of Carbon Trading Policies on Regional Economy High-Quality Development

我国经济已由高速发展转入高质量发展阶段,在促进经济发展的同时要兼顾双碳目标实现。因此,碳交易政策如何影响区域经济高质量发展是值得关注的问题。文章基于2010—2020年全国30个省(自治区、直辖市)的面板数据,以“新发展理念”为指导,构建经济高质量发展综合评价体系,运用熵权法从五个维度综合衡量区域经济高质量发展水平,采用双重差分模型探究碳交易政策对区域经济高质量发展的影响,并进一步利用核密度估计法揭示碳交易政策对区域经济高质量发展的空间演化特征。研究发现:(1)碳交易政策对区域经济高质量发展具有明显的正向效果;(2)碳交易政策能够促进低碳创新投入和改善能源结构实现区域经济高质量发展。同时,动态效应表明,碳交易政策对区域经济高质量发展存在一定滞后性;(3)我国区域经济高质量发展水平呈现出“东—中—西”梯度递减的趋势,空间集聚特征明显,整体呈现稳步上升态势。

China’s economy has shifted from the high-speed development to the high-quality development stage,and will achieve the double carbon target on schedule while promoting economic development.and it is a mat⁃ter of concern to consider the impact of Carbon Emissions Trading Policy on the high-quality development of region⁃al economy In 2013,seven provinces and cities,including Shanghai and Hubei,successively implemented carbon trading policies,which provided a quasi-natural experiment for us to test the impact of carbon trading policies on the high-quality regional economic development.Based on the panel data of 30 provinces(autonomous regions and municipalities directly under the Central Government)from 2010 to 2020 and guided by the“new development phi⁃losophy”,this paper constructs a comprehensive evaluation system for high-quality economic development,uses entropy weight method to comprehensively measure the level of high-quality regional economic development from five dimensions,and applies differential differential model to explore the impact of carbon trading policies on highquality regional economic development.It is found that:(1)Carbon Emissions Trading Policy has a significant posi⁃tive effect on regional economic high-quality development;(2)Carbon Emissions Trading Policy can promote lowcarbon innovation investment and improve energy structure to achieve regional economic high-quality development,and at the same time,the dynamic effect shows that there is a certain lag of Carbon Emissions Trading Policy on re⁃gional economic high-quality development;and(3)China’s regional economic high-quality development level shows a progressively decreasing trend of“East-Middle-West”gradient,with obvious characteristics of spatial agglomeration,and the overall steadily rising trend.
