产业融合力理论解析与测度分析——以西部陆海新通道腹地29个城市为例

Theoretical analysis and measurement analysis of industrial integration power——Taking 29 cities in the hinterland of the Western Land Sea New Corridor as an example

经济新常态下,产业融合越来越成为区域城市经济发展新动力和新经济的增长点。基于城市产业融合力理论构建产业融合力评价指标体系,运用熵值法和灰色关联法测度产业融合力的综合指数,以及产业融合力与产业供给力和需求力之间的关联度。结果表明:2008—2019年产业融合力综合指数经历了显著的改善和提升;从29个城市的产业融合综合指数来看,成都市和重庆市具有较高的产业融合指数;从产业融合增长趋势来看,昆明、西安、乌鲁木齐等城市的产业融合指数呈现出较高的增长趋势,其他城市的产业融合指数相对较低,且增长趋势不明显;产业融合的需求力与产业融合的关联度低于产业融合的供给力。最后,提出提高产业融合力的政策建议,包括完善收入分配制度、缩小收入分配差距、稳定和扩大就业、提高劳动者技能和素质、完善工资合理增长机制等措施,以增加劳动者的收入水平,进一步扩大外向经济的比重,促进跨界合作与开放创新;加强基础包括建设与配套服务,制定科学的基础设施建设与配套服务规划;完善科技体制机制,打破科技创新和产业发展之间的壁垒,促进创新要素的自由流动和高效配置,培养具有创新精神和实践能力的高素质人才;制定相关政策和规划,为产业链创新链的深度融合提供政策支持和保障等政策措施。

In the new normal of economic development,industrial integration has increasingly become a new driving force for re-gional urban economic development and a growth point for the new economy.Based on the theoretical analysis of urban industrial con-vergence,this paper constructed the evaluation index system of industrial convergence.The comprehensive index of industrial conver-gence and the correlation between industrial convergence and industrial supply and demand were measured by the entropy method and gray correlation method.The results showed that the comprehensive index of industrial convergence had undergone significant improve-ment and promotion from 2008 to 2019.From the comprehensive index of industrial convergence of 29 cities,Chengdu and Chongqing had higher industrial convergence indexes.From the growth trend of industrial convergence,the industrial convergence index of Kun-ming,Xi′an,Urumqi and other cities showed a high growth trend,while that of other medium-sized cities was relatively low,and the growth trend was not obvious.The correlation between the demand power of industrial integration and industrial integration was lower than the supply power of industrial integration.Finally,this paper put forward policy recommendations to enhance the integration of in-dustries,including improving the income distribution system,narrowing the income distribution gap,stabilizing and expanding employ-ment,improving the skills and quality of workers,and perfecting the mechanism for reasonable wage growth.These measures aim to in-crease the income level of workers,further expand the proportion of outward oriented economy,and promote cross-border cooperation and open innovation;Strengthening infrastructure,including construction and supporting services,and formulating scientific plans for in-frastructure construction and supporting services;Improve the technological system and mechanism,break down the barriers between technological innovation and industrial development,promote the free flow and efficient allocation of innovative elements,and cultivate high-quality talents with innovative spirit and practical ability;Develop relevant policies and plans to provide policy support and guar-antees for the deep integration of the industrial chain and innovation chain.
