全过程人民民主:“谁的民主”的主体应和

Whole-process people's democracy:the response of the subject of“whose democracy”

民主作为全人类的共同价值追求,本质上是对人民主体价值和利益的应和与表征,“谁的民主”成为民主的核心命题具有应然之义。为了印证全过程人民民主的合理性与合法性,进一步彰显全过程人民民主的社会主义民主属性,有必要以马克思主义唯物史观为研究视阈,深刻阐明全过程人民民主的人民主体地位。研究发现,全过程人民民主作为中国特色社会主义政治民主新成果和人类政治文明新形态,是在中国共产党全面领导下,以马克思主义唯物史观为根本遵循,以“为了人民”为逻辑起点、“依靠人民”为内生动力、“惠泽人民”为价值旨归,建构起的科学有效的制度安排和具体现实的民主实践。研究表明,坚持和发展全过程人民民主,表征人民的主体地位,既彰显了中国共产党“人民至上”的初心使命,也凸现了中国特色社会主义制度的本质属性,更生动应和了“谁的民主”这一根本命题,系统超越了西方民主的人民缺位,有利于构建中国民主话语体系、塑造中国民主形象。

Democracy,as a universal value pursued by the entire humanity,fundamentally reflects and responds to the values and interests of the people as its subject.Consequently,the question of“whose democracy”becomes the core proposition of democratic discourse.To validate the rationality and legitimacy of whole-process people's democracy and highlight its socialist democratic attributes,this study adopts the Marxist materialist historical perspective to analyze in depth the people's subject status within this democratic framework.The findings reveal that whole-process people's democracy,as a distinctive achievement of socialist political democracy with Chinese characteristics and a new form of human political civilization,is both a scientifically designed institutional framework and a concrete democratic practice.It is developed under the comprehensive leadership of the Communist Party of China(CPC),guided by Marxist materialist historical principles,with“for the people”as its logical starting point,“relying on the people”as its endogenous driving force,and“benefiting the people”as its ultimate value purpose.The study demonstrates that upholding and advancing whole-process people's democracy firmly establishes the people as the primary actors.This not only embodies the CPC's original mission to“put the people first”but also underscores the essential attributes of the socialist system with Chinese characteristics.Moreover,it provides a robust response to the fundamental question of“whose democracy”,systematically transcending the limitations of Western democratic systems where the people are often absent.This framework contributes to constructing China's democratic discourse system and shaping its democratic identity on the global stage.
