“双碳”目标下旅游业碳减排的机制探索及对策建议

Exploration on the Mechanism and Countermeasures of Carbon Emission Reduction in Tourism under the Dual-carbon Goal

旅游业作为综合性产业,其关联产业较多,探索优化旅游业碳减排路径不仅能促进旅游业实现低碳可持续发展,还能带动相关产业协同共治,助力我国实现“双碳”目标。参考和借鉴国内外旅游业先进碳减排经验可知,旅游业碳减排涉及多个层面和主体,需要政府、旅游企业、旅游目的地和旅游者的共同努力,并通过规划机制、市场机制、管理机制和科技支撑协同驱动。鉴于此,可从发挥政府的主导作用、加强旅游企业低碳化生产、推动旅游目的地低碳建设和鼓励旅游者自觉践行低碳消费四个方面着手,共同推动旅游业碳减排。

As a comprehensive industry,tourism is related to many industries.This research aims to exploring and optimizing the carbon emission reduction path of tourism,which present significance in promoting the low-carbon sustainable development of tourism and developing the collaborative governance of related industries so as to achieve the“dual-carbon”goal.Referring to the advanced experience of carbon emission reduction in tourism at home and abroad,the researcher believes that carbon emission reduction in tourism involves multiple levels and subjects,which requires the joint efforts of governments,tourism enterprises,tourism destinations and tourists.Meanwhile,it is important to achieve collaborative driving by planning mechanism,market mechanism,management mechanism,and scientific and technological support.Finally,the research suggests that we should promote the carbon emission reduction of tourism from four aspects:giving full play to the leading role of the governments,strengthening the low-carbon production of tourism enterprises,promoting the low-carbon construction of tourism destinations,and encouraging tourists to consciously practice low-carbon consumption.
