新形势下可持续城市更新模式的思考与建议

Thoughts and Suggestions on Sustainable Urban Renewal Model

二十届三中全会要求“建立可持续的城市更新模式和政策法规”。本文解析了“可持续城市更新模式”的内涵,对当前制约可持续城市更新模式的主要问题和挑战进行分析。基于对核心问题的判断,提出三项建议。一是城市要从战略层面推动可持续城市更新;二是国家制度设计要充分吸引社会资本参与;三是国家立法层面要鼓励产权人自主更新。此外,还应加快研究国家在土地、财政、税收、规划等法律方面须修订的内容。

The Third Plenary Session of the 20th Central Committee of the Communist Party of China called for"developing sustainable urban renewal models,along with relevant policies and regulations".This paper analyzes the connotation of"sustainable urban renewal model",and on the basis of existing research,analyzes the main problems and challenges currently restricting the sustainable urban renewal.Based on the judgment of the core issues,three important suggestions are put forward.Firstly,cities should strategically promote sustainable urban renewal through macro-planning.Secondly,the institutional design of sustainable urban renewal at the national level should fully attract the participation of social capital.Thirdly,the national legislation of sustainable urban renewal should encourage independent renewal led by property owners.In addition,it is also necessary to accelerate the study of the relevant content of the country's land,finance,taxation,planning and other laws that need to be revised.
