产业可持续发展视角下的广州市产业集聚型城中村高质量更新对策研究

Research on High-quality Renewal Strategies for Industrial Agglomeration Type Urban Villages in Guangzhou

城中村是珠三角地区在城乡土地二元制背景下,市场经济快速发展推动产生的特色产物。本文以广州为例,总结产业集聚型城中村集聚中小微企业、集聚产业配套服务、集聚低成本职住要素的价值内涵,并围绕传统改造模式下,难以兼顾产业有序转移、产业生态维育、产业空间保障以及长效可持续运营等重要问题,从规划引导、政策创新、机制探索等方面,提出产业集聚型城中村空间提质与产业转型高度互动互促的改造路径,为珠三角地区乃至全国同类城中村提供借鉴。

Urban villages are a distinctive product that emerged in the Pearl River Delta region under the dualistic urban-rural land system,driven by the rapid development of the market economy.Taking Guangzhou as an example,this article summarizes the value connotation of industrial agglomeration type urban villages that gather small and medium-sized enterprises,agglomerate industrial supporting services,and agglomerate low-cost living and working space.It also addresses the important issues that are difficult to balance under the traditional transformation model,such as orderly industrial transfer,industrial ecology cultivation,industrial space guarantee,and long-term sustainable operation.From the aspects of planning guidance,policy innovation,and mechanism exploration,it proposes a renewal path that not only improves the improvement of space quality,but also promotes industrial transformation of industrial agglomeration type urban villages,providing a reference for similar urban villages in the Pearl River Delta region and even the whole country.
