党员干部容错纠错机制的内涵解读、价值证成与建构路径

摘要 党员干部容错纠错机制是扭转部分党员干部“不敢为”“不能为”“不想为”消极心态的重要制度设计。可从话语源流、概念界定和本质属性等面向对党员干部容错纠错机制的内涵加以解读,从法理视角、法治实践视角和制度建设视角对党员干部容错纠错机制的价值加以证成。为确保激励党员干部锐意改革、干事创业、大胆创新功能的实现,尚需从主体、内容和程序三重维度完成党员干部容错纠错机制的法治化建构,以期把容错纠错的政治势能转化为管党治党的治理效能。 The fault tolerance and correction mechanism for Party officials is an important institutional design to reverse the negative mentality of Party officials who dare not do,cannot do,and do not want to do.The connotation of the fault tolerance and correction mechanism for Party officials can be interpreted from the perspectives of discourse origin,conceptual definition,and essential attributes.The value of the fault tolerance and correction mechanism for Party officials can be demonstrated from the perspectives of legal theory,legal practice,and institutional construction.To ensure the realization of the functions of motivating Party officials to reform,work hard,and innovate boldly,it is necessary to complete the legal construction of the fault tolerance and error correction mechanism for Party officials from the three dimensions of subject,content,and procedure,in order to transform the political momentum of fault tolerance and error correction into the governance effectiveness of managing the Party.
