信息安全联动治理的组织架构研究——以云环境下国家数字学术资源为例

Research on the Organizational Structure of Information Security Linkage Governance:Taking National Digital Academic Resources in the Cloud Environment as an Example

[目的/意义]文章旨在提高国家数字学术资源信息安全治理效率,进而为数据要素科技创新提供重要支撑与保障。[方法/过程]通过分析目前信息安全管理组织架构的不足,结合现代化治理理论构建云环境下国家数字学术资源信息安全联动治理组织架构,分析该组织架构的特性与构成要素。同时,从正式联结组织与非正式联结组织双重视角阐明多元治理主体的信息安全联动治理职责,并对正式联结组织内、非正式联结组织内以及两类组织间的联动治理机制进行剖析。[结果/结论]可推动信息安全治理结构趋于开放化和扁平化,加强社会各界力量的协同联动。同时,促进国家安全治理体系和治理能力建设。

[Purpose/significance]This paper aims to improve the efficiency of national digital academic resources information security governance,and then provide important support and guarantee for data element technological innovation.[Method/process]By analyzing the shortcomings of current information security management organizational structure,this paper constructs the organizational structure of national digital academic resources information security linkage governance in the cloud environment based on modern governance theory,and analyzes the characteristics and components of the organizational structure.At the same time,this paper clarifies the information security linkage governance responsibilities of multiple governance subjects from the dual perspectives of formally connected organizations and informally connected organizations.And it also analyzes the linkage governance mechanisms within formally connected organizations,informally connected organizations and between the two types of organizations.[Result/conclusion]It can facilitate the openness and flattening of the information security governance structure,and strengthen the coordination and linkage of forces from all walks of life.At the same time,it can promote the construction of national security governance system and governance capacity.
