基于循环经济视角的建筑垃圾资源化利用的障碍性分析

Analysis on Barriers of Resource Utilization of Construction and Demolition Waste Based on Circular Economy

建筑垃圾资源化利用是循环经济的重要组成部分,得到了世界各国和地区的重视,纷纷通过气候变化、循环经济、城市建设、环境保护等多个治理维度制定相关政策,提出目标。但是在其实际执行过程中,往往受到来自立法、经济、社会、环境等方面的制约因素,造成诸多障碍性。本文通过对欧盟、新兴经济体国家、国内代表城市在建筑垃圾资源化利用过程中的障碍介绍与分析,初步总结出政策执行力度不够、技术研发和普及性较差、市场推广机制不够完善、价格成本不具备竞争优势等是造成当前建筑垃圾资源化利用率较低的主要原因。

The resource utilization of construction and demolition waste(C&DW)is the important part of circular economy and has been emphasized by many nations and regions.These bodies formulate relevant policies from several governing sectors including climate change,circular economy,urban construction,environmental protection.Meanwhile,more detailed aims are set up by them.However,some barriers have been caused by the constraint aspects from legislation,economy,society and environment during their implementation.This paper concludes main barriers through analyzing three examples of EU,emerging economy countries and Shenzhen city,which are incapacity of policy implementation,weakness of technology research and promotion,lack of sufficientmarketing strategies,lower competitiveness of costand so on.
