农民数字治理参与对政治信任的影响研究

A Study on the Mechanism of the Impact of Farmers’ DigitalGovernance Participation on Their Political Trust Level

提升政治信任是巩固国家权力的基础,亦是社会治理的目标。当前,关于数字技术嵌入乡村治理能否增强农民政治信任的研究付之阙如。基于制度主义解释路径构建理论框架,并利用2020年中国乡村振兴综合调查(CRRS)数据进行实证分析。通过分析发现:第一,农民参与数字治理能有效提升自身政治信任。第二,机制检验表明,农民参与数字治理能够促进收入增加,进而提升政治信任。此外,对于社会资本拥有量较低、具有外出务工经历的农民而言,其参与数字治理对政治信任的促进作用更强。第三,应充分发挥数字治理的红利效应,构建有效的互补体系。只有当基层政府与“村两委”借助互联网及时发布信息,才能使农民参与数字治理的行为促进政治信任。同时,村支书任职年限越长,农民参与数字治理行为对政治信任的赋能作用越强。第四,农民参与数字治理对不同层级政府政治信任的促进作用存在差异,随着政府层级上升(村→乡→县),农民的数字治理参与行为对政治信任的影响逐渐减弱。基于此,结合“平台建设→农民参与→互补体系构建”的数字治理化流程提出政策建议,为提升农民政治信任提供参考依据。

Enhancing political trust is the foundation for consolidating national power and a goal of social governance.However,there has been no research on whether digital technology embedded in rural governance can enhance farmers’political trust.This study builds a theoretical framework based on the institutionalist explanation path and conducts empirical analysis based on the 2020 China Rural Revitalization Comprehensive Survey(CRRS)data.The findings are as follows:First,farmers’participation in digital governance can effectively promote their own political trust.Second,the mechanism test shows that farmers’participation in digital governance can promote income increase and subsequently enhance political trust.Moreover,for farmers with low social capital and out-of-town work experience,their participation in digital governance has a stronger promotion effect on political trust.Third,to fully leverage the dividends of digital governance,an effective complementary system should be established.Only when the grassroots government and the“village two committees”use the Internet to release information timely can farmers’participation in digital governance promote political trust.Moreover,the longer the term of the village party secretary,the stronger the empowering effect of farmers’participation in digital governance on political trust.Fourth,the promotion of political trust by farmers’participation in digital governance varies with different hierarchical levels of governments,and the influence gradually weakens as the governments level rises(village→township→county).Based on this,policy recommendations are put forward from the perspective of“platform construction→farmers’participation→complementary system construction”to provide reference for enhancing farmers’political trust.
