数据要素配置、农业新质生产力与农业高质量发展

摘要 数据要素作为一种新型生产要素,是推动产业高质量发展的重要驱动力。文章基于2013—2022年我国30个省份的面板数据,实证考察数据要素配置对农业高质量发展的影响效应,并进一步探析农业新质生产力在二者之间的作用机制。研究发现:数据要素配置能够显著推动农业高质量发展;机制检验结果表明,数据要素配置可通过推动农业新质生产力发展间接提升农业高质量发展水平;异质性分析结果表明,在经济发达地区和数字基础设施水平较高地区,数据要素配置对农业高质量发展的促进效应更显著。因此,应推动数据要素开放共享,加快农业新质生产力培育,因地制宜地推动农业高质量发展。 As a new type of production factor,data element is an important driving force to promote the high-quality development of agriculture.Based on the panel data of 30 provinces in China from 2013 to 2022,this paper empirically examines the impact of data element allocation on high-quality agricultural development,and further explores the mechanism of agricultural new quality productivity between the two.The research finds that the allocation of data elements can significantly promote high-quality agricultural development.The mechanism test results indicate that data element allocation can indirectly improve the level of high-quality agricultural development by cultivating new agricultural productivity.The results of heterogeneity analysis show that data element allocation has a more significant promoting effect on high-quality agricultural development in economically developed regions and regions with higher digital infrastructure level.Therefore,it is necessary to promote the open sharing of data elements,accelerate the cultivation of new agricultural quality and productivity,and promote the high-quality development of agriculture in accordance with local conditions.
