美国国防数智领域人才队伍建设新动向与启示

Cultivation of digital and intelligent defense talent team in the US:New trends and insights

随着新一代人工智能技术取得突破性进展,美国为保持其军事优势,正加速布局国防数智领域人才队伍建设。采用文献综述和报告分析的方法分析美国国防数智领域人才队伍建设的现实逻辑,深入研究其最新政策走向和规划设计,为我国数智领域人才队伍建设提供借鉴和经验参考。研究结果表明,美国试图通过强化人才与科技战略谋划、加大资金投入、加强创新项目实践和优化组织管理等措施,培养、保留和吸引大批高素质数智领域人才,提升国防数智化水平。我国应通过明确人才培养战略目标、加大人才培养吸收力度、为人才提供广阔发展空间等举措,提升国防数智领域人才队伍建设水平。

With breakthroughs in the new generation of artificial intelligence technologies,the United States is accelerating the cultivation of the digital and intelligent defense talent team in order to maintain its military superiority.The realistic logic of the US defense talent team cultivation is analyzed using literature review and report analysis,and its latest policy tendencies and cultivation plan are studied in depth to provide important references and lessons for the cultivation of such a team in China.The results show that the United States attempts to train,retain and attract high-quality digital and intelligent talent,in large numbers,to raise the level of digitalization and intelligence in national defense by strengthening the talent and science and technology strategies,increasing scientific research investment,stepping up innovation projects,and optimizing organization and management.To hone our own digital and intelligent defense talent team,China should take a series of measures,including clarifying the strategic goal of talent training,increasing the intensity of talent training,and providing broad space for the development of the talent.
