在教育强国建设中因地制宜办好国门学校

We Should Run National Gateway Schools in Accordance with Local Conditions Based on the Construction of A Powerful Country in Education

摘要 作为支撑和实践教育强国建设的一个特殊事项,办好国门学校是通过弱势扶持补齐教育强国建设短板的关键一环,有助于教育对外开放和全球教育治理的内生挖潜。但现实的国门学校应然功能发挥,明显存在“精神守土上的沿边优势明显但整体实力不强,国家软实力拓展上的导向明确但辐射效果有限,办学实践上的文教跨边广泛但政策供给不足”等短板。聚焦教育强国建设对国门学校发展提出的“扩大教育国际公共产品供给、服务高水平教育对外开放、广泛参与全球教育治理”等新要求,探索国家层面的专项扶持路向,从支持理念上将“区域性国际化”确立为国门学校国际化发展的主导方向,将“一带一路”确立为国门学校高水平发展的借力支点,将“多点集群”确立为国门学校高水平协同发展的特色模式。 As a special matter to support and practice the construction ofa powerful country in education,running a good national gateway school is a key part of making up for the shortcomings of the construction of a powerful country in education through disadvantaged support,which is conducive to the endogenous tapping of the potential of education opening up and global education governance.However,the actual national schools should play their functions,and there are obvious shortcomings such as“obvious advantages along the border but not strong overall strength in spiritual defense,clear orientation in the expansion of national soft power but limited radiation effect,and extensive cross-border culture and education in school-running practice but insufficient policy supply”.Focusing on the new requirements of“expanding the supply of international public goods in education,serving the opening up of high-level education,and widely participating in global education governance”put forward by the construction of a powerful country in education for the development of national gateway schools,we will explore the direction of special support at the national level,and establish“regional internationalization”as the leading direction of the international development of national gateway schools from the perspective of support concept,establish the“Belt and Road”as the fulcrum for the high-level development of national gateway schools,and establish“multi-point clusters”as a characteristic model for the high-level coordinated development of national gateway schools.
