建立健全更加公平的教材供给机制

摘要 优化教材资源配置,推进教育公平,建立与落实立德树人根本任务相匹配的教材供给机制,培养德智体美劳全面发展的社会主义建设者和接班人,是当前教育战线全面贯彻党的教育方针、落实全国教育大会精神的重中之重。新中国成立以来,我国在教材供给公平方面进行了科学的制度设计和实践探索,取得了显著的成就,也积累了宝贵的经验。当前进一步建立健全更加公平的教材供给机制,要坚持国家事权,进一步加强国家统编教材建设和使用以巩固政策公平;要坚持质量优先,全面提升大中小学教材质量以强化质量公平;要坚持分级分类,加强特殊群体、重点学科、不同层次教材建设以彰显机会公平;要坚持数字赋能,加强新形态教材和数字教材建设以凸显数字公平。 Optimizing the allocation of textbook resources,promoting educational equity,establishing and implementing a textbook supply mechanism that matches the fundamental task of cultivating socialist builders and successors with moral,intellectual,physical,aesthetic,and labor education is the top priority in the education frontline in comprehensively carrying out the educational policy of the Communist Party of China and implementing the spirit of the 2024 National Education Conference.Since the founding of People's Republic of China,China has conducted scientific institutional design and practical exploration in promoting textbook supply fairness,achieving significant achievements and accumulating valuable experience.To further establish and improve a more equitable textbook supply mechanism,we must adhere to the principle of national affairs,further strengthing the construction and use of national compulsory textbooks to ensure policy fairness;Adhere to the principle of quality first,comprehensively improving the quality of textbooks for primary,secondary,and higher education to enhance quality fairness;Adhere to the principle of differentiated classification,strengthing the construction of textbooks for special groups in key subjects at different levels to highlight the fairness of opportunities;Adhere to the principle of digital empowerment,strengthing the construction of new-form textbooks and digital textbooks to highlight digital fairness.
