Evolution and Orientation of Preferential Care Policies for Veterans in China:1978-2023

优抚保障是退役军人保障体系的重要组成部分。改革开放以来,我国退役军人优抚保障政策变迁历经恢复—整合—转轨—创制四个阶段,其发展脉络表明,推动优抚保障高质量发展、法治化发展和专业化发展是一脉相承的政策导向。新时代优抚保障政策创制是一个持续不断的优化和创新过程。“十四五”期间至2035年,应聚焦健全优抚保障制度的安排部署,提升政策制定的前瞻性,在社会保障框架体系下统筹推进优抚保障政策创制;在职业风险保障理念下协调推进优抚保障政策创制;在推进优抚保障政策创制中加强权益保障机制建设。

The preferential care system is an integral part of the overall security framework for veterans.Since the implementation of the reform and opening up policy,China’s preferential care policies for veterans have undergone four stages of evolution:restoration,integration,transition,and creation.Its evolution demonstrates that promoting high-quality,legalized,and professional development of preferential care is a consistent policy orientation.The creation of preferential care policies in the new era is a continuous process of optimization and innovation.During the 14th Five-year Plan period until 2035,we should focus on the arrangement and deployment of a sound preferential care system,enhance the foresight of policy formulation,so as to optimize China’s preferential care policies for veterans from three aspects:firstly,to make overall plans on the creation of preferential care policies within the framework of the social security system;secondly,to coordinate the development of preferential care policies based on the concept of occupational risk protection;thirdly,to strengthen the construction of veterans’rights protection mechanisms in promoting the creation of preferential care policies.
