摘要
提出了一种全新的动态阶梯过网费策略,旨在解决当前电动汽车充电运营商面临的服务效率低、用户成本高等问题。鉴于传统过网费设计的局限性以及电动汽车充电运营商的特殊性,通过将用户分为低、中、高价格弹性用户,并结合动态定价和阶梯定价机制,根据用户的充电需求和价格敏感度制定了不同的过网费设计方案,以提高电网服务效率、降低用户成本、提升电动汽车用户消费者剩余。结果表明,该策略能有效激励用户改变充电行为,缓解网络拥堵,确保配电网稳定运行,同时支持国家电动汽车发展目标的实现。
This paper proposes a novel dynamic tiered network access fee strategy to address challenges faced by electric vehicle(EV)charging operators,such as low service efficiency and high user costs.Traditional network access fee designs have limitations,and the unique characteristics of EV charging operators add complexity to the design process.To tackle this challenge,the study categorizes users into low,medium,and high price elasticity groups and combines dynamic pricing with tiered pricing.The proposed approach designs different network access fees based on users’charging needs and price sensitivity to enhance grid service efficiency,reduce user costs,and increase consumer surplus for EV users.The results demonstrate that this strategy can guide users to modify their charging behavior,reduce network congestion,ensure the stable operation of the distribution network,and support national goals for EV development.
