甘肃省中小企业高质量发展对策研究

Research on High-quality Development Strategies forSmall and Medium-sized Enterprises in Gansu Province

中小企业贡献了全国80%的就业、70%的发明创新、60%的GDP和50%的税收,是我国经济社会发展的主力军。甘肃省要加快构建现代产业体系,奋力开创高质量发展新局面,必须努力探索“中小企业能办大事”的高质量发展路径。基于文献回顾对中小企业高质量发展的内涵进行阐述,并在分析总结甘肃省中小企业发展现状和面临突出问题的基础上,提出进一步优化营商环境、加大优质企业培育力度、提升中小企业核心竞争力、引导融资服务提质扩面、做好要素保障、强化数字赋能、积极融入国内国际双循环等中小企业高质量发展对策建议。

Small and medium-sized enterprises contribute 80%of the country’s employment,70%of invention and innovation,60%of GDP,and 50%of tax revenue,making them the main force in China’s economic and social development.Gansu Province has to accelerate the construction of a modern industrial system and strive to create a new situation of high-quality development.It has to strive to explore the path of high-quality development where small and medium-sized enterprises can accomplish great things.This article elaborates on the connotation of high-quality development of small and medium-sized enterprises based on literature review,and on the basis of summarizing and analyzing the current situation and prominent problems faced by small and medium-sized enterprises in Gansu Province,proposes to further optimize the business environment,increase the cultivation of high-quality enterprises,enhance the core competitiveness of small and medium-sized enterprises,guide the improvement and expansion of financing services,ensure the quality of factors,and strengthen digital empowerment suggestions for high-quality development strategies for small and medium-sized enterprises,such as actively integrating into domestic and international dual circulation.
