Bottlenecks and Breakthroughs in Development:A Rural Revitalization Case Study of Xinsi Town in Zhangxian County,Gansu Province

在乡村振兴建设的可持续高质量发展阶段,新寺镇是一个典型的、具有示范性的样本。其具有地理区位、历史文化优势,社会发展相对成熟,拥有独特的优势资源,在前期乡村振兴建设中取得了一些标志性成果。目前存在可持续高质量发展的瓶颈:一是发展资金投入问题,二是智力、技术支持问题,三是发展理念更新问题。破解之道在于,通过利用财政专项、国企、地方债务平台、东西合作、民营、合作社等形式的多方资金及乡村振兴投资基金解决资金问题;实施“引大引强引头部”行动、“十四五”人才培育工程,培养产业化带头人,解决智力、技术问题;综合一二三产业整体发展,构建现代乡村产业体系,解决发展经济动力问题;通过理念更新、文化挖掘解决精神引领问题;拓展建设主体,激发乡情乡愁能量,解决建设主体主观能动性问题。

In the sustainable and high-quality development stage of Rural Revitalization construction,Xinsi Town is a typical and exemplary sample.It has advantages in geographical location,history and culture,mature social development and unique advantageous resources.In the early stage of Rural Revitalization construction,it has successfully completed the task of the fight against poverty and achieved some results.At present,there are bottlenecks in sustainable and high-quality development:the first is the problem of investment in development,the second is the problem of intellectual and technical support,and the third is the problem of updating the development concept.The solution is to solve the funding problem through the use of multi-party funds in the form of financial special projects,state-owned enterprises,local debt platforms,east-west cooperation,private enterprises,cooperatives,and rural revitalization investment funds,the implementation of the“big,strong and leading”action,the“14th Five-Year Plan”personnel training project and training industrial leaders,to solve intellectual and technical problems,integrating the overall development of the primary,secondary and tertiary industries to build a modern rural industrial system,and solve the problem of economic development,solving the problem of spiritual guidance by renewing the idea and excavating the culture,and expanding the construction subject and stimulating the energy of sentiment and nostalgia to solve the problem of subjective initiative of the construction subject.
